The evolution of diplomatic training has historically proceeded in two paths, both initiated in the mid to late 18th century: one, academic, with its origins in Vienna, during the Austro-Hungarian imperial period, the other, as professional training, begun in pre-Revolutionary Paris. Historically, the academic Viennese model has slowly but steadily gained prominence. This has led to internal bureaucratic conflicts within MFAs, and has largely arisen as a response to the increasingly technical demands of foreign policies approved by governmental political decisions and applied by diplomats. |
