Conclusões:

1.ª – No quadro legal do estatuto remuneratório do pessoal das carreiras docentes do ensino superior e da carreira de investigação científica não se prevê a atribuição, enquanto tal, de suplemento por despesas de representação aos docentes que desempenhem cargos de gestão nas Universidades, Institutos Politécnicos e respectivas unidades orgânicas;
2.ª – Os titulares de cargos de gestão das instituições de ensino superior têm direito, pelo exercício desses cargos, ao suplemento pelo desempenho de cargos de gestão, nos termos do Decreto-Lei n.º 388/90, de 10 de Dezembro, cujo universo pessoal não abrange o reitor e o vice-reitor das Universidades nem o presidente e o vice-presidente dos Institutos Politécnicos;
3.ª – Os titulares dos cargos de gestão nas Universidades, Institutos Politécnicos e respectivas unidades orgânicas não beneficiam do suplemento por despesas de representação previsto no artigo 34.º, n.º 2, da Lei n.º 49/99, de 22 de Junho (Estatuto do Pessoal Dirigente) e no Despacho conjunto n.º 625/99, de 13 de Julho.
