Aim of the paper is, first of all, to identify (albeit briefly) the essential content of the guarantees contained in Art. 41 paragraphs 1 and 2 of the EU Fundamental Rights Chart in the light of the jurisprudence of the Court of Justice before and after its adoption. Secondly, the paper focuses on the debated (and complex) question of its scope of application; and, to do this, both the jurisprudence of the Luxembourg’s judges and of the national administrative judges are taken into account. The aim is to try and identify the status quo to this regard, in order also to try and imagine possible future evolutions of the right to a good administration. With a final question, tough: will the let century ever really become “the century of good administration”, as the first European mediator, Jacob Söderman, imagined (and wished for)?
