- Ironically, in the near term the conversion to GPS may come not as a result of its richer and more robust tracking capabilities, but rather as a result of adjustments that permit GPS to more closely imitate the features of RF systems. - Agencies who adopt passive GPS generally find they have to translate existing strategies into a newly defined set of practices and expected outcomes. - A new cohort raised on instant messaging and web-based computing will discard the old technologies.
