The Index of Implementation accompanies the Guidance Document by seeking to assist key actors and others to assess the extent to which the Bangkok Rules are reflected in their criminal justice systems and to help identify gaps in implementation. Together with the Guidance Document it provides a basis for developing policies, strategies and action plans to improve implementation. Each of the nine chapters pose relevant questions for a different key actor, to help those responsible identify the questions they need to ask of themselves and their staff.
