Fergus McNeill draws on pratice, local research and relevant literature to address a number of questions raised by the contemporary effectiveness debate. He considers the fundamental question of why it is important to evaluate effectiveness at all, before exploring possible measures of effectiveness and the views of "front-line" workers. He concludes by speculating about the form which constructive developments in evaluation practice might take.
