A parent inside the jail is neither financially nor emotionaly available, but a community sanction that can require accountability may actually foster parental availability. Electronic monitoring of parents with a record of payment failure was one of the community alternatives to incarceration favored by Judge Ruth. The power of EHA to stimulate work activity is perhaps its most important feature as a tool for improving child support collections.
