It: - Provides an update on the extent of the child exploitation problem; - Describes in detail remote monitoring technologies and techniques used to lawfully detect recidivist behavior; - Examines policy and surveys recent legal activity aimed at enabling remote monitoring as well as protecting children in other manners; - Discusses gaps in the system that limit the effectiveness of remote monitoring; - Suggests policy solutions to fill those gaps.
