Various causes, chief of which are the backward state of the greater part of the population and, latterly, a policy of absorption attempted by the late russiom empire previously to the proclamation of finish independence, have led to comparative insufficiency in regard to legislation dealing with child protection. Since 1917, the protection of chilhood has been placed in the hands of the Board of Education, and transferred in 1924 to the Ministry of Social Welfare.
