The report consists of two sections. The first is synthesis of the information contained in the national reports which are presented in the second section. In the first section, the first chapter ("Methodology") introduces some key terms used in the study and describes the research methodology used for the study. The second chapter ("Formal frameworks") and the third ("Actual practice") present the legal basis and the current practice of prosecution and non-prosecution of drug users. The "Actual practice" chapter also includes a discussion of the climates of legal opinion in the Member States in an attempt to define how actual practice is shaped. The report then presents its overal conclusions and offers some recommendations ("Conclusions"). The second section of the report presents a country-by-country narrative describing the legal systems in Member States and how what happens in practice fits with this framework.
