Programa consultivo para as autoridades portuguesas organizado pelo Conselho da Europa em 1976. O documento, preparado por Hoeveler (“Leitender Kriminaldirektor / Director of Training Division” do Bundeskriminalamt da República Federal Alemã), destinava-se a auxiliar a organização dos cursos de formação/preparação de polícias e das respetivas escolas.
