À Gênes comme dans les autres sommets internationaux qui I'ont précédé, Ia sécurité du sommet lui-même a été le principal objectif subordonnant à celui-ci le droit de manifester pacifiquement. S'il est vrai que le mouvement « anti- mondialisation » est dans sa très grande majorité pacifique, Ia focalisation du conflit autour des « zones rouges » tout comme Ia présence de groupes socialement et politiquement hétérogènes ainsi que de petites franges violentes n'ont pas manqué de rendre plus diffjcile le maintien de I'ordre public. Mais surtout, ces caractéristiques du mouvement facilitent le classement des manifestants par Ia police comme dangereux, accréditant ainsi les informations les plus dramatiques sur les intentions des manifestants. Greffé sur une structure organisationnelle des forces de police dont Ia réforme démocratique est encore incomplète, ce mode de perception a contribué à I'émergence de Ia violence. At Genoa, as at previous international summits, security at the event itself was the main goal, with the right to demonstrate peacefully of secondary importance. While it is true that the antiglobalization movement is for the most part peaceful in its intentions, focussing attention on conflict within the areas from which demonstrators are barred, the presence of an array of socially and politically heterogeneous groupings, together with a small fringe of violent activists did not make the task of maintaining public order any easier. But above alI, these elements in the movement encourage the police to look upon protestors as a danger, giving credence to dramatized information on the intentions of the demonstrators. Grafted onto the organizational structure of a police force whose democratic reform is still incomplete, this mode of perception has contributed to the emergence of violence.
