This article tackles the concrete problems set out in the evaluation of a contractual plan of action in the fight against insecuiry (local constracts of security), from experiences led in the Toulouse suburbs, by underlining notably the difficulties of the implementation of the partners´action and the genaral limits of the evaluative processes.
