In the early development of child-placing programs in the United States extensive use was made of rural homes for care of homeless city children. This plan, it was felt, offered an opportunityf for healthful, normal living tha was not possible in the congested and indesirable city environment from which the children came. Emphasis was placed also upon the opportunity tha was given the children to grow up in a place where future employment was assured and where they would become respected members of the community. These early placements were made in homes where no board was paid for the child's care and no efforts were made to supervise the care being given.
