Research project coordinated by the Mission de recherche Droit et Justice with the contribution of the European Commission. The national reports presented here deal with several issues related to the quality of the administration of justice in twelve European countries and Quebec. To ensure a certain level of homogeneity in the information given, and in order to facilitate cross-border comparisons, the reports have been written by academics, judges, and practitioners following a common format. In particular the papers focus on the institutional context of each judicial system, the difficult balance between judicial independence and accountability, court management and court services, and policies designed and implemented to enhance the quality of justice.
